The surviving record identifies Fray Andrés del Espíritu Santo as the founder of Masinloc's mission town in 1607. His role is specific: he established the Recollect mission and its first church in a place where Sambal communities already lived.
What the record supports
The work attached to his name
- He travelled north from Manila by sea and reached Masinloc in 1607 with Fray Jerónimo de Cristo.
- The historical study names him as founder of the new pueblo and builder of its first church.
- That first church was made from light materials and did not survive; it was not the stone San Andres Church seen today.
- After Masinloc, he and Fray Jerónimo established Casborran, now Alaminos, and Bolinao in 1609, followed by Balincaguin, now Mabini, and Agno in 1610.
- He later served for a combined twelve years as a senior Recollect superior in the Philippines and recorded early missions, churches, convents, and religious communities.
A necessary distinction
Founder does not mean first inhabitant
Calling Fray Andrés the founder follows the language of the documentary source. It refers to the colonial mission town founded in 1607, not to the beginning of human life, settlement, or culture on this coast.
After Masinloc
One founding became a northern mission network
The historical study places the next stage of his work along the same northern coast: Casborran, now Alaminos, and Bolinao in 1609, then Balincaguin, now Mabini, and Agno in 1610.
Masinloc itself later served as a center for Recollect activity across northern Zambales, from Iba to Anda. That geography was much larger than the boundaries people associate with Zambales today.

The identification comes from Emmanuel Luis A. Romanillos's academic study of the Masinloc Recollect mission. Its abstract says Andrés del Espíritu Santo founded Masinloc in 1607, and the body identifies him as founder of the new pueblo and builder of its first church.
